I am not certain the new-page function is intended for use anywhere but
within the body of the output...  What would be the use of placing it in the
heading or footing section???  It is my understanding that the body is
created, with the reserved space for the heading and footer, and then the
heading and footer are created when the body triggers a next page, either
explicitly or implicitly...  So, given that, the ..... WAIT!!!! [brain
kicking in]

I've had this happen before -- What this means is that you are trying to
cram too much footer in the footer section.. decrease what you want to put
in the footer or increases the lines reserved for the footer....
