Here's an idea:
At the start of the sqr, check the system time and move it to some variable.
Periodically, call a procedure that gets the system time again get the
difference between it and the original time. If it's greater than 30 minutes,
stop the program.

Subject: Time limit on an SQR
Good afternoon.
Our company created a custom panel in PeopleSoft so users can access the
JRNL_LN table. The panel allows users to input certain specs, and when
run, creates an SQR that is processed through the Process Scheduler.
Is there a way to limit the time an SQR can run? We have some reports that
are taking over 2 hours to run (which become way to big and are pretty
useless). We want to put in a 30 minute time limit.
