Printing Logo with Postscript vs PDF

I am trying to get a logo printed a the top of a report.
I have an EPS logo file and all looks good if I create
the report as -printer:ps, but if I create the file as -printer:pd,
instead of the logo I get an X box. Shouldn't the eps file go
into the pdf file with no problem, or do I need the logo in a different
format for creating a pdf version?
snippets:
declare-image logo
type=eps-file
image-size=(20,5)
source='logo.eps'
end-declare
! report heading
print-image logo (1,4)
