Process monitor status says initiated

I am running in a dev version of 7.56 tools

I thought I had this nailed down already but the process monitor status says
initiated.
I have this my init report procedure
Do Stdapi-Ini
I have this  in the last line before  end report procedure
DO Stdapi-Term

The process monitor status says initiated  and stays there
i know my job finished successful because I see the log and output.
I set -debugx in the definition and I got the below
To me the oprid looks like it is getting the process instance value.
What is going on
