Jeff,
It probably isn't in the documentation. This stands as one of the few times
I have actually gotten some good advice from the GSC! We do have to
remember it's there and bring it forward when necessary, but this is far and
away the best solution among the various ones we considered.
He had me put in two places in PSSQR.INI; I will list the two sections here
(I see I also put the -m flag here, too):

SQRDIR=dummy
SQRFLAGS=-ic:\user\sqr\,c:\psoft\user\sqr\,t:\psoft\hr702\user\sqr\,t:\psoft
\hr702\sqr\ -mt:\psoft\hr702\sqr\allmaxes.max
