Unfortunately, there is no "ON-BREAK" functionality for arrays.
You _COULD_ write the data to a temporary table and then query
it using SQL, but I would just code the break logic by hand.
You know, the old way:
if $department <> $old_department
do something
move $department to $old_department
end-if
