Zubin,
It is your printer. HPs have a .20" or .25" (I can't remember which is which and I am too lazy to try it...Friday, you know) default margin built in.

Hi all,
We are trying to use the PAY003 sqr to print on our check stock. The
MICR line needs to be a couple of lines lower than as delivered, but
when I move it down, the bottom half of the line does not print. Is
there a bottom margin setting that I can change, or is it a limitation
of the printer which stops me from printing on the bottom 1/2" of the
page?
