Keep in mind this **silliness** of every column being not null seems to be
PeopleSoft specific. Other applications allow you to use null as a valid
value on insert/update as long as the column is not defined as not null.

A string variable can be initialized to quote-quote. However if this
string variable is used to insert a value into a table and does not
receive a value elsewhere in your program, the insert statement will
fail because PeopleSoft defines character fields as NOT NULL.
Please note that quote-quote defines a null string, while
quote-space-quote defines a string containing a space.

Can a string variable be initialized to quote-quote or does it need to
be quote-space-quote? It would make my life easier if I changed all the
$dates to initialize to '' and not ' '.
