increasing max columns when declare layout not possible

Greetings.
A user has requested an LIS file that would need to display numerous columns of varying widths.
I have defined the columns as such:
#define c1 1 !WE Date
#define c2 10 !Product ID
#define c3 18 !Company
#define c4 30 !Company Number
#define c5 45 !Field Employee
#define c6 60 !SSN
#define c7 75 !Pay Units
#define c8 90 !Bill Units
#define c9 105 !Net Revenue
#define c10 120 !Total Placement Expense
#define c11 135 !Total Other Placement Expense
#define c12 150 !Gross Margin Before Fees
#define c13 165 !Total Fee Expenses
#define c14 180 !Gross Margin After Fees
#define c15 195 !Salesperson
My include SQCs are:
#include 'setenv.sqc' ! Set environment
#Include 'setupdpx.sqc' ! landscape duplex
The output wraps, screwing up the view of the output.
I tried inserting a Declare-Layout as follows:
begin-setup
Declare-Layout Default
Max-Columns = 210
End-Declare
end-setup
and get an error that I cannot use Declare-Layout when there is a command for printer-init or page-size. Printer-init and page-size are in my setupdpx.sqc.
QUESTION: How can I specify a maximum of columns without using Declare-Layout?
The report is not for printing, strictly for viewing.
If I remove the include setupdpx.sqc, I get an error 'Problem executing cursor.'
Any help would be greatly appreciated.
