-M option and VARIABLES

A colleague got the error "004403: Out of string storage; use -Mfile to
increase VARIABLES".

She quickly discovered the VARIABLES entry in her SQR.INI and modified
it.  However, I suspect this isn't the best way to go about things for
production, where we run a large number of different reports.

When you load a file with the -M option, does it get loaded instead of
the standard SQR.INI file, or in addition to it?  If the latter, I
assume it gets loaded last.

Where will SQR look for this -M file when it runs on the desktop?
Where will ReportMart look for it?
