Call System Question

I am trying to figure out the syntax that will allow me to create a file
folder 'c:\temp\custom_letters' using the CALL SYSTEM command. My code looks
like:

let $Call_Str = 'mkdir c:\temp\custom_letters'
call system using $Call_Str #Return_Value

'c:\temp\' already exists. I am trying to create a sub-directory to place
the output files.
