Correct, but the following...

>     AND JOB.ACTION_REASON (+) = ACT.ACTION_REASON

should be
      AND JOB.ACTION_REASON = ACT.ACTION_REASON (+)

since the job table will have a record, but the ps_actn_reason_table won't
necessarily have a record that matches.
