Well, I haven't had exactly this happen, but I'll take a stab...
1) I assume this is when printed, and not when viewed with the viewer. The
viewer is well known to have minor discrepencies between it and the actual
output (most of the time if you "zoom in" the maximum amount, it will view
correctly)
2) If printed, play with the CHAR-WIDTH setting in DECLARE-LAYOUT.
3) If using HP, and if Universe is a fixed pitch font, play with the PITCH
setting in DECLARE-PRINTER.
4) If it happens with other fonts also, you might also try setting the
DECLARE-LAYOUT's LINE-HEIGHT to be 1 point higher than the POINT-SIZE
you're printing in (some few versions of SQR have a problem with printing
strings when the line-height and point-size are the same. It will print
each character of the string offset CHAR-WIDTH from the previous
character, which kinda puts a cramp in using a finer char-width for
greater horizontal placement accuracy)
That's all I can think of off-hand.
