German characters

SQR product: Workbench 3.0.13
OS + version: HP-UX B.10.20 A 9000/800
Database + version: Oracle 7.3.2.3.0
Used application: Indus EMPAC 7.6.16
Used printer: HPLaserjet 4000 N

In the Indus EMPAC application are several reports embedded. These
reports are made with SQR.
When you run a report the connected sqt-file runs and you can view/print
this report.

Some text-fields in the database have german characters in them (eg A
umlaut or ringel s). When I view or print the report these characters
are transformed into question marks (?). I've already tried to use
different symbol-set options in the declare-printer part of the report,
but that gave no solution.

I've posted this question before on 25 march. A few people gave
reactions but these were all ment for postscript printing.
