I don't believe the problem is with your SQR. This problem sounds VERY
familiar - it occurred when I was taking PeopleSoft's Advanced SQR class. I
found the answer... (I got a really neat PeopleSoft coffee cup for my
efforts, too!)
SQRWV is looking for the "grafcap" and all "*.fnt" files (which are located
in the drive/directory where SQRWV lives).
For PeopleSoft sites - When attempting to view an *.spf file from Process
Monitor, SQRWV is unable to locate the files described above, because it is
looking for them in the "Start In" directory of PeopleTools/Application
Designer. If you look at the shortcut created for Application Designer and
PeopleTools, and change the "Start In" directory to "%PS_HOME\sqrbinw"
(replacing %PS_HOME with whatever drive/directory SQRWV lives in), and then
re-start PeopleTools or Application Designer. You then should be able to
view business graphics.
This is a (small) design flaw with SQRWV, and this problem & solution has
been reported to PeopleSoft.
If you are NOT a PeopleSoft site and you are running SQRWV directly from a
shortcut, check that the "Start In" directory of the SQRWV shortcut points
to the drive/directory where SQRWV lives.
Hope this helps!

Using SQR V3.0.18......
Trying to learn how to utilize the DECLARE-CHART and
PRINT-CHART functionality of SQR. Built small program to
build a line chart. Program executes but when trying to view
the file using SQRV (viewer looking at the SPF file) I get the
SQR Viewer Waring: SQR 6626 Cannot Draw Business
Graphics.
Any ideas?? I have attached the program for anyone who is
really curious.
