Communication Box doesn't popup

Hello

I have the following parameters for SQR FLAGS
-ic:\user\sqr\;h:\hr58\sqr\;h:\user\sqr\;c:\ps\sqr\
-mc:\user\sqr\allmaxes.max -oc:\temp\sqr.log -cb

Though i have the -cb flag , the communication box doesn't popup .
can someone enlighten me on this one
