I've gotten this sort of error when the SQR binary ($SQRDIR/sqr) was
linked with the wrong version of the Oracle libraries.

If you go into the $SQRDIR/../lib/ directory, you should find a shell
script "sqrmake".  Try running this (as the unix user who owns the sqr
installation directory) to generate a new SQR binary linked to your
current oracle libraries.
