The staging table sounds like a good idea.

One further thought from my studies for the CPP exam.  I think, at the federal 
level, certain types of moving expenses are taxable.  Companies are not 
required to withhold federal tax, but are required to withhold FICA against 
that taxable expense.  Seems like the company I did this for years ago, always 
ran the taxable into one of the last payrolls of the year so that the FICA 
could be automatically withheld.
