FYI: My experience with relo requirements is that they are not as simple as
you may think. 3rd party software maintains state tax rules to classify
whether each type of expense (moving costs, hotel while traveling to/from
homes, hotel while house hunting, food while traveling to/from homes, food
while house hunting, etc) is taxable for each state. I think it predefines
these categories knowing these tax rules. And I'm sure states make legislation
changes, so if you tried to build this in PeopleSoft, you'd need someone
monitoring tax law to keep your setup tables up to date.
Also, I believe the setup tables would need to keep track with expenses that
are non-taxable but still need to be reported in one of the W-2 boxes (again,
rules at the state level).
So, unless you're willing to keep up with all the legislation, third party
software is a pretty good solution. When I was worked on interfaces from a 3rd
party into a legacy system, I believe the vendor package was from McGladrey
Pullen.
