Follow the steps below:
1. Create a panel with run control (run control table) parameters.
2. Attach the panel to a panel group.
3. Go to PeopleTools, Process Schedular, Add Report.
4. Select Report as SQR Report, Give the panel/panel group name and other
parameters(like access groups).
5. Give security access to the panel(In Security administrator).
Note: Your Report name should be identical with the process schedular
process/report name.
