First, make sure you have Oracle SQL*Net installed and working on your PC. The
fact that you had to get the DLLs means to me that you probably haven't
installed SQL*Net properly. If SQL*Net is working, you will be able to connect
to the database using SQL*Plus. This is the standard test for SQL*Net
connectivity.
Once SQL*Net is working, SQR will be able to use it. Since SQR cannot use
ODBC, it requires SQL*Net for all Oracle connectivity.
