I haven't used this version of SQR or PeopleSoft yet, but I think this is
what's happening:
  * PeopleSoft  distributed pssqr.ini instead of sqr.ini.  (Perhaps
    they did this so that the settings there wouldn't affect the default
    settings for non-PeopleSoft SQR work at sites that do that.)
  * The SQR command was set to use -ZIF to point to the pssqr.in file, so
    it doesn't need sqr.ini.
  * The viewer, whether called by -ZIV or manually, doesn't have the -ZIF
    flag passed to it, so it is still looking for sqr.ini.

So, you could either copy pssqr.ini to sqr.ini, or you can just create a
"minimal" sqr.ini for use by the Viewer (as Steve suggested).

I am guessing that, in addition to the "SQRDIR=dummy" line you mention
below, you have another SQRDIR line in your pssqr.ini (in a
[Environment:<database>] section) that does point to the proper directory.
(Is this true?)  I'm fairly sure that SQRW won't run without at least
it's error message file, which is found in the SQRDIR directory.

The Viewer may run without its error message file.  However, if there is an
error it won't be able to give you the error message.  For this reason, you
might want to edit the [Environment: Common] section of sqr.ini (assuming
that that's the INI file the Viewer is using) to set SQRDIR to point to the
proper directory.  Editing the line in pssqr.ini didn't have any effect
because the view wasn't looking in that file and SQR was looking in the
DB-specific section.

Hope this helps (and that it is still true in your version of SQR and in
your environment).

This should be in the directory where the SQRWV.EXE file is.  (See Chapter 8
of the SQR v4 manual for more info on where SQR looks for the file.)
