PROCEDURE parm for on-break

SQR documentation  (ver 3) indicates that the PROCEDURE parameter may be
discontinued in a future release.  Does it still work in version 4?  I'd
really like not to switch to using BEFORE and AFTER because they don't work
the same way.  PROCEDURE is too heavily used in existing programs.
