Maybe, there is a way to use a hard-coded date but I am have never tried

Of course, I ran the risk of picking up multiple rows if there was a
potential for them to exist.

I know that I haven't quite answered what you were looking for but from
what I gather, one may not have a select query within the where clause
of the load-lookup statement.

I would recommend using an array for what you are wanting to achieve.
Referencing an array for this purpose has been a lot more efficient, in
Oracle, than using a load-lookup.
