This is a common problem, you can add the path to your Oracle BIN directory to your autoexec file, or in the icon, change your working directory to point at your Oracle BIN directory.

I've installed sqrw on a Windows '95 PC, and trying to fire off an Sqr. I
am receiving the following error:
Specify the Oracle DLL name in the sqr.ini file in [Environment: Oracle]
section for Oracle_dll entry, such as
ORACLE_DLL=orant71.dll
I've tried modifying the sqr.ini file to point to the proper dll, but I
continue to get this error message.
Any suggestions, thoughts would be greatly appreciated.
