Rob,

What you're doing should work.  My only suggestions would be to
double-check the spelling ($send_date vs $send-date), local
vs global, etc.  My test program worked fine:

   begin-report
   do main
   end-report

   begin-procedure main
   move '10/10/98' to $send-date
   do my_proc
   end-procedure

   begin-procedure my_proc

   show $send-date
   Begin-Document (+2,1)

   This  statement  confirms  your  recent  flex  elections.   employees in
   the local area by $Send-Date upon receipt of this statement.  Please
   keep this form for your records.

   End-Document
   end-procedure

Produced

   This  statement  confirms  your  recent  flex  elections.   employees in
   the local area by 10/10/98   upon receipt of this statement.  Please
   keep this form for your records.

and "showed"

   10/10/98
