There are no stupid questions.

$year4 is a switch that tells SQR what format the 'Year' is being
returned from the database in.  Since it is installation dependent, it
has to be set at each installation.  If the installation is using
2-digit years, then $year4 should contain a 0.  Otherwise it should be
1.  It should not be changed unless the installation changes its format
to return 4 digit years.
