'SELECT...' as a loop?

After my project leader reviewed my SQR, he recommended that instead of
using a PL/SQL control statement such as "for" or "while" that I can do
a looping sequence using a "select" statement, whereby a field value
would serve as an assigned variable that would increment to the next
field value when the original value was no longer true (I don't think he
had the "LOOPS" argument in 'begin-SELECT' in mind).  Any ideas?
