I don't know about parsing the PAY003.lis file but you could modify   
PAY003.sqr to generate one or more flat files in addition to PAY003.lis.    
Don't know if that would work for your application or not.

Has anyone written or seen a tool to parse the PAY003.lis file written by
PeopleSoft as the Paycheck output file?
I would like to input it into another application.
