It is true; QUERYARGS cannot be increased beyond 65535.
QUERYARGS is an SQR initialization parameter which tells
SQR how much space to reserve for arguments (bind variables)
which appear in your BEGIN-SQL or BEGIN-SELECT statements.

I'd be surprised if you have more than 65000 arguments to
the SQL in your report program.  Is it possible that you
have a lot of SQL in #include files but your program
only uses a few of the SQL statements?  If so, I can
suggest a work-around.
