I haven't tested this, but what about something like "top-margin =  -0.5" ??

     I'm trying to fix the maximum amount of data on a single page, and I
     cannot seem to get rid of the top margin.  No matter how I set or
     reset the "top-margin=" parameter, I still get about an inch deep
     margin.  Tried adjusting max-lines, line-height, paper-size, tried
     adjusting settings on the laser printer itself, nothing will destroy
     the evil white strip at the top of my report.

     other:

     NT 4.0 environment
     HP LaserJet 4P
     SQR version 3.0


       declare-layout default_portrait
        paper-size=(8.5,11)
        orientation=PORTRAIT
        max-columns=132
     !   max-lines=79
        max-lines=120
        left-margin=0
        top-margin=0.0
     !   line-height=11

     Any assistance would be greatly appreciated.
