I can only help you with your first problem:
Even though SQR will allow an unlimited number of command line arguements, the
manual (pg. 63) says that the operating system may limit them.
I have also found that the command line is limited to the length of the string
following sqrw.exe. (I usually hit the wall at 125 characters). Since you are
in PeopleSoft, you may want to check the "Process Definitions" panel for the
report/process and see if you can cut down the length of the command line by
removing some of the flags.
