I had the same error when I wanted generated .lis file then after many days shooting, I found one solution,
I changed my setup section , and now is this:
Begin-Setup
  Use <database>
  Declare-Layout Default
    Orientation= Landscape
    Paper-Size= (16,8.5) 
    Top-Margin=0.0
    Bottom-Margin=0.0
    Left-Margin=0.0
    Right-Margin=0.0
 End-Declare
End-Setup
And your donīt need put other parameter like -PRINTER... only -KEEP
This setup is in character layout not graphic OK? 
well ,I think that your problem is you want generated .lis file but your configuration is graphic then you need change it.

Season's Greetings;

We are trying to run some reports (SQR3 v. 3.5, Oracle v.7.x Maximo v.
3.02, Okidata ML590 printer) that are written in Graphic Mode.  While
these reports compile and run just fine in the SQR Mate environment, the
compiled reports will not run in MAXIMO.

We get the following error message:

(SQR 4202) Cannot generate line printer output for this report.
Position qualifier(s) may be out of range for a line printer.  If your
report was designed for a graphics printer, specify -PRINTER:(HP,PS,WP)
for graphical printer output.

We tried the different iterations of -PRINTER, both while compiling the
report in SQR Mate and as an option when registering the report in
MAXIMO.  But we still couldn't get the reports to run under MAXIMO.  Any
suggestions??
