Generally, it will be easier to use a fixed font for centering.
If you have a static title for the report and want it to center
in Arial, you'll have to put it in the correct location "by hand"
and not use CENTER.
If you REALLY MUST have it centered, and in Arial (or some other
proportional font), AND you're printing directly to HP printers,
you're welcome to adapt some of my HP proportional font routines
for your purposes. They can be found at:

If you're printing to Postscript you might be able to fake it
using PRINT-DIRECT and the postcript string length primitive.
If you want it to look good in SPF files, you're on your own.
