I'm not sure how PS does it, but with SCT's Banner product for
higher education, SCT runs listservs which have restricted
membership. I think they way they work it is that in order
to get on the list you have to have the proper person at
the college/university send the proper information to the
proper person at SCT. You can't just subscribe by sending
a message to majordomo.
Your suggestion about lobbying PS for access via a partners
program is a good one. Independent consultants may not be
able to afford the developer program, but a program could
be set up with them in mind. PS may or may not go for it.
I know the SCT folks were pretty cool on the idea; they have
their own consulting division and want to keep their customers
very close to them.
