When you call the second program you are most likely spawning a second
process.  Because your user is in a captive account they most likely can't
spawn the process.  Also the name they operate under if they do spawn the
process is different that the original user name so they are actually
exiting out of the captive account which VMS gets crazy from.  Either way
it won't let you do it.  There may be a solution, but I don't have it.

We have our users use sqlmenu to run the sqr's and don't worry about captive
accounts.
