Thanks for all who responded to my pleas for help.  MITI called me directly,
and between us we figured out the problem.

In moving to V7, we had to recompile the SQR executables with the newer
version of SQR.  Sometimes, depending on how the SQR was written, it works
with the old version, and sometimes it doesn't.  We are in the process of
re-creating all sqt's.
