Well, I'm assuming you're using DDO, otherwise that statement won't be 
looked at anyway.  You might try putting it in the [Environment:Common] 
section.

If you don't need the JVM embeded directly into the sqr, you could also add
    SQR_USEJVM = False
in the same section.
