Just a wild guess...but could the user's computer also have the sqr.ini file in 
it?

The default date edit mask for Oracle is 'DD-MON-YY'. Given the year
2000 issue, SQR was modified to print a Warning when a date mask was
encoutered with a two digit year (YY). This warning can be disabled by
an SQR.INI setting ([Default-Settings]
OutputTwoDigitYearWarningMsg=False) or eliminated by using a date edit
mask with a four digit year (YYYY).

The choice is yours on how you want to solve this issue.
