You need to take control of writing the csv file inside your program,
  then write a double quote, your first column of data, a double quote,
 than a comma

 Write {file number} from
      double quote       (excel column (either a literial (surrounded by a
 single
                                  quote), or a data name)  double quote ,
                                  than a comma)

 Example
    write 1 from
    "      'literial1'
    ","    'literial2'
    ","    'literial3'
    ","    $data_name
     "
