goes into a bit of detail about the cause of this problem and the
various workarounds. Note that the links I have there point into
Oracle's support database, so so see the documents I mention you'll need
to work with someone who has an MetaLink account (e.g. your DBA).

The long-term solution is upgrading to a SQR v8.2 or later. (For
example, the Oracle documents I link to specifically say that the "event
10499" fix is NOT available in Oracle 10, though I have not tested that
myself.)
For short-term fixes, you have the option to set this event at the
"system" or the "session" levels in addition to code changes. (Note
that setting the event at the "system" level might possibily affect
other database client software that has been modified to work correctly
with post-9.2.0.3 versions of Oracle, while setting it at the session
level will probably involve adding a few lines at the top of each SQR
program unless you already call a common "setup" routine in an include
file in all your programs.)
