Use a test database without any good data.  you could make a copy of the DB
you're using (or at least some of the tables) and run it.  Then if it
compiles and changes data in the way that looks like what you want, you're
free to move it up to the actual database.  Having a test environment is a
good idea anyway.  Talk to your DBAs about setting one up.

I want to compile a sqr for any syntax errors etc without actually executing
the program.
I dont want the program to execute as it has lot of database truncates and
updates.
I just need a way to compile the sqr.
Any ideas?
