Actually, I just had this same exact problem. If you edit your pssqr.ini
file (or sqr.ini), the following line of code, it will work:
Look for:
[Environment:Oracle]
SQR_DB_DATE_FORMAT=DD-MON-YYYY
ENCODING-DATABASE=UTF8 <----------- this line is defaulted to being
commented out. Take the semicolon off of the front
;ENCODING-CONSOLE=SJIS
