David,
SQR 4.3.x is only certified to Ocacle 8.1.6. You might be able to connect
to Oracle9i but you would have to relink with Oracle 9i libraries which will
require that you modify the "sqrmake" script.
I would strongly suggest upgrading to a version that is certified with
Oracle9i.
