Incorrect. SQR has recognized Dates since version 4.0

Again, incorrect for 4.0 thru 8.2 (the latest release).
You do have to declare date variables; otherwise, they *will* be evaluated
as string variables since that is what they would be.

There was a problem with version 5 and one or two version 4 releases.
Since version 6.0, date comparisons have worked properly whenever I've
tested them. I have not tested any of the "special" PeopleSoft SQR
versions, but the version PeopleSoft got was SQR 6.2 (for their
PeopleSoft 8.x), so when PeopleSoft got it, it was working.
