Sheetal,

We had this problem and resolved it by replacing SQRs with App Engine
programs.   We encountered this error because we are a multilingual
environment and have Canadian French accented characters - we would get
this error whenever a, for example, DESCR field had all characters filled
and the last character was an accented one.  

This might not be your preferred, or workable solution.  Here is what
PeopleSoft told us:

Resolution 711502
ORA-01406: fetched column value was truncated when running SQR's

PROBLEM:

Cust is trying to run an SQR report or process and it failed with an
ORA-01406: fetched column value was truncated or "ORACLE OCIStmtFetch error
1406 error. Cust has a non-unicode database.

RESOLUTION:

This is a bug with SQR and Oracle which has been fixed in PT8.14.10 and
newer versions. Make sure that the Process Scheduler/Config Manager  is
pointing to the right version of SQR that corresponds to the PT release,
for example, if cust has PT8.15 then SQR is 8.1.5. The SQR 8.14.10 or SQR
8.15 is included on either the primary cd (NT and OS/390 versions) or
auxiliary cd (Unix versions).

Also make sure that the cust has the following configuration:

NLS_LANG=AMERICAN_AMERICA.UTF8 (Registry/ DOS for NT  | environment
variable for UNIX)
ENCODING=UTF8                         (This is set  in pssqr.unx/ pssqr.ini
normally found in <PS_HOME>/sqr)
ENCODING-DATABASE=UTF8    (This is set  in pssqr.unx/ pssqr.ini normally
found in <PS_HOME>/sqr)

Note: For UNIX environment the file to be edited is pssqr.unx and not
pssqr.ini

NOTE: Incident T-PSCHWA-FR9UR addresses this issue and it only affects
ORACLE platforms.  Fixed in PeopleTools 8.14.10, 8.15 and 8.4.
