If you have SQR version 6.1.3 or higher, you can set the value
"UseUnicodeInternal = TRUE" in the Default-Settings section of your 
sqr.ini file.  

If you want to keep your original sqr.ini pristine, you can make an
alternate .ini file and use the -ZIF command line flag. 

When you issue your open command, use the "ENCODING=" option.
