I hope you have your answer by now. Every one here is beating around Y2K, 
but the simple thing is that you need to add a flag

-ZIFM:\psfin\sqr\pssqr.ini in the properties of the SQR shortcut you have or 
whereever you are running your SQR from.

Replace M:\psfin\sqr\pssqr.ini  with the directory in your system having 
pssqr.ini.
