I had the same problem.  It is the version of PS tools you are using.  The 
version of SQR that comes with that version has a problem with charts.  We are 
running PS v8.18 in HR and it didn't work.  I ran with PS v8.42 in our 
financial area and it worked.  If I remember correctly, v8.19 is the lowest 
version you can use.
