The SQR that you have with PeopleSoft almost certainly uses 
the Oracle Call Interface to communicate with Oracle.  This is
compiled into the version of SQR that you have.  I don't think
you'll be able to access mySQL using that SQR.  

There may also be a licensing issue: I'm not sure the PeopleSoft 
license allows you to use SQR outside the PeopleSoft application.
I haven't seen the PeopleSoft license agreement, so I don't know
whether your use would be within the terms of the agreement or not.
(And, I'm not a lawyer.)

You can obtain from Brio (or one of its resellers) a license for
SQR/ODBC if you want to access mySQL via ODBC assuming you have 
the appropriate ODBC drivers for mySQL.

Another possibility is SQR/DDO and access mySQL via JDBC.
